If you have more than 20 screens or more than one engineer touching UI, yes. Below that, a token file + a handful of primitives is enough.

Yes — audit first, then extend. Most existing systems have solid tokens but weak primitives or vice versa. Audit tells us where to invest.

React + Tailwind by default, with Radix or Base UI for accessibility primitives. Also comfortable in Vue and Svelte, but React is fastest.
